Pastor M. Darrell Rice served as Administrative Bishop for the Church of God in Delmarva-DC (Delaware, Maryland, Washington, D.C.), a ministry position he assumed in August 2016 before joining the City of Refuge team. Formerly, he served as Administrative Bishop for the Church of God in the Great Lakes Region (Chicago, Wisconsin and Upper Michigan) from 1998 to 2010, where he helped establish Saving Orphans Worldwide, an arm of Church of God World Missions designed to provide program guidelines and financial support for funding daily operations at Church of God orphanages around the world.
During his pastorates and denominational leadership roles, Darrell Rice was especially successful in outreach ministries, church expansion, mentoring and discipling ministries, and overall church growth.
Pastor Rice is a graduate of Lee College with a B.A. in Biblical Education (1976), and the University of Arkansas at Little Rock with Master of Arts in Interpersonal and Organizational Communication (1982). The faculty of UALR voted him the “Most Outstanding Graduate Student” in 1982. He and his wife, Marsha, have three children – Jennifer, Jill and Joshua.
