As the Chief Operating Officer (COO) of Programming, Jeff Deel is a graduate of Lee University in Cleveland, TN and holds a B.A. in English. Jeff has been with City of Refuge for 17 years and has worked in almost every capacity. He also serves as the Director of Refuge Jamaica, which is a City of Refuge outpost focused on sponsoring school children and elderly shut-ins. This ministry hosts dozens of short-term missionaries each year to build churches, schools, and homes, and conduct Vacation Bible Schools for Jamaican children. Jeff also pastors a small outreach church group in Thomaston, GA.

Although Jeff began his career as a high school English teacher in Tampa, he entered the ministry as a Youth Pastor in 1990. Eventually, he became the Director of Family Ministries at an Atlanta church. After a few years of doing mission work in Jamaica, Jeff joined his brother, Bruce, at the Midtown Mission Church of God. This site would serve as the birthplace of City of Refuge.

Jeff Deel is author of The Garden and the Ghetto, Stories and Reflections, which is about City of Refuge. He is married to Tracy Deel and they have seven wonderful children.
